Pennsylvania's Reply to Texas Lawsuit

We are already to the stage - of course, but is there a remedy?
Punting the ball back to the state legislatures of PA, GA, WI, and MI to sort through or to the House for a final determination sounds like the perfect solution for the SCOTUS to obey the letter of the law while ducking the responsibility of having to chose who wins a Presidential election.

So if SCOTUS plays along, it's a delaying tactic to use against the EC? But I thought every state but Wisconsin was now protected by safe harbor?

Brief

PRELIMINARY STATEMENT
Since Election Day, State and Federal courts
throughout the country have been flooded with frivo-
lous lawsuits aimed at disenfranchising large swaths
of voters and undermining the legitimacy of the elec-
tion. The State of Texas has now added its voice to the
cacophony of bogus claims. Texas seeks to invalidate
elections in four states for yielding results with which
it disagrees. Its request for this Court to exercise its
original jurisdiction and then anoint Texas’s preferred
candidate for President is legally indefensible and is an
afront to principles of constitutional democracy.
