Crazy stuff. No one told the IDF to stand down. The IDF believed there would be an attack from Hezbollah, and there was on on Oct 8, but did not believe there would be an attack from Gaza, so military assets were stationed to the north and that's why there was a delay in moving them south to counter the Hamas attack. It is strange that Kirk, who otherwise seemed so reasonable, would entertain such a bizarre notion as that IDF troops were ordered to stand down.
