There are Eight members of the city council. The two you mention do not represent the city council. In addition, the letter they sent had caveats proclaiming the President would not be welcome "IF" he planned to take advantage of the crisis. That is and will be a subjective opinion and hence, the letter sent did not represent the towns views nor did it object to the President attending meetings or ceremonies.
