From what I've seen, you are right. When asked to substantiate anything, they won't and don't. They bring up accusations about things that actually do have paper trails, and then fail to produce.

I remember asking someone on USMB who was making accusations just what was the part of the U.S. Constitution that he was arguing about and he wouldn't answer.
