Wrong x 2. The day Israel was pronounced legally and officially a state the Arabs attacked it, and lost. After the first loss the Arabs put the "refugees" into miserable camps in Gaza and the West Bank. Which led to the second loss when the Arabs, not learning from their first lesson, use those same lands to launch yet another attack on Israel, this time loosing the lands for good. So the refugees were a creation of several Arab aggressions.
