The number of uninsured Kentuckians dropped from 14.3 percent in 2013 to 8.5 percent in 2014, according to census data released last month. That's the biggest drop in the rate of uninsured for any state. Meanwhile, Kentucky's health insurance market for individuals and small businesses is its most robust in years.

Proof is 90% of physicians surveyed say they order

--- 79 to 83% of surgeons and OB/GYNs have been named in lawsuits.
BUT HERE IS THE PROOF!!!

Consider that fact that of the physicians interviewed 52% DID NOT practice defensive medicine!
Who were they? Doctors contracted by federal government!

So if a doctor that is contracted by the Federal government can not be sued, GUESS WHAT?
THEY DON"T order duplicate tests, referrals to specialists! They have NO fear of being SUED!
Now the insurance companies truly don't care and 90% of medical lawsuits are settled OUT OF COURT because the insurance companies just raise the premiums!
Over 90% of medical malpractice cases are settled out of court.

SO why not have tort reform as was done in 1946 and reduce that $850 billion that is needlessly spent?
Now most of you don't know it I'm sure but health insurance companies must file requests for rate hikes with the states they sell in.
They HAVE to prove the reason for the hikes!
BUT If there is TORT reform, doctors won't submit $850 billion in claims for defensive medicine!
Insurance companies can't raise premiums if their claim payments go down. That is a FACT!
Insurance premiums decline. More people can afford health insurance AND ALL without government intervening any more then they do now, ..i.e.
the 1946 Federal Tort Claims ACT expanded to cover all NON-federal contracted physicians.
The $850 billion will decrease!
And to make sure it does TAX the lawyers as Obama did tanning salons in ACA 10%!
10% of the $270 billion lawyers make would pay the premium for all 4 million truly uninsured that want and need health insurance!
