If any country on the planet launches ICBMs at us we'll see it coming well in advance. Retaliatory ICBMs would be launched from those targeted sites. We only need enough nukes to wipe out the planet once, anything more than that is an unnecessary overkill.

WE CAN DESTROY THE PLANET MULTIPLE TIMES OVER! It doesn't matter what country develops what, or how many nukes they have, we have it covered. We can dismantle some nukes and still overcompensate for neocons' small penises.
