The higher the approval rating for an outgoing administration the more likely independents will show approval by voting for that administration's party to continue in the executive branch. Low disapproval numbers indicate less motivation to replace the administration and demand change.

I could see some low info voter equating one person's administration with someone running for POTUS.

Most people try to find out about those running for POTUS and know that that person has nothing to do with the last POTUS. Unless of course he's a VP. Then your post would have some merit.
