The term refers to an appointment made WHILE Congress is recessed, which bypasses the need for ratification but only temporarily. A "recess appointment" isn't some different TYPE of appointment, it's a plain-old appointment distinguished only by WHEN it's made.

As long as Congress is in session, all he can do is indicate that he INTENDS to do so. Which is not illegal, of course. Your silly sources are alleging a crime on the part of the president that is literally impossible to commit.
