2. Other ways to extend SS and Medicare are as follows
Phase-in the early retirement age from 63 to 65, and the full retirement age from 70 to 72
Means test SS benefits
Raise the top IRS tax rate from 37% to 40%
Eliminate the "Capital Gains" tax break.
