And, given that Iran is just a tip of Chinese and Russian spear, they won't build nuclear weapons in Iran. They will get both weapons and delivery systems from Russia and China.
Actually, China and Russia can teach Iranian Navy sailors and made the disguised as a civilian ship nuclear cruiser in China itself.
