The agreement was that Ukraine remain NEUTRAL. Instead they did everything in their power to provoke a response from Russia. The CIA assured the Globalists that Russia was a paper tiger and BlackRock would own all of Ukraine and half of Russia by Christmas 2022. Ukrainian Nazis were killing Russian nationals in Donbass AND installed bioweapon labs on Russia's doorsteps. Putin asked nicely for about a decade that Ukraine not do that any more, they were told to ignore Russia.
