That's because it's not in the Newsom plan for LA 2.0 aka SmartLA-2028.
Those destroyed buildings will not be rebuilt. Newsom has other plans.

I do like their new "fire-proof" building construction requirements working with homeowner insurance companies.

Now CA just needs to incorporate Trump's water conservation plans and they are back on track.

Lol, nope I live in a Republican controled area. Dealing with zoning is a damn nightmare here also. I do consulting work in my area. A project I am involved in right now. House fire. The owners are tearing down old house and replacing with a barndominium. First plan submitted back in November. We are no closer to approval than we were then and this is our in the township not even in the city. Never seen such a thing. Normally in Township things are much much easier. Not near the things to deal with from a design stand point here. Do to soil conditions, fire hazard and topography LA is a much more difficult area for design work. Mud slides and terracing required in the LA area building is significantly more difficult in the LA area than here. No reason for the nightmare I am dealing with here.
