I can see a streamlined FEMA that can go into disaster areas and clear roads, get victims out of disaster zones and such when the state resources are overwhelmed by the magnitude of the disaster. But otherwise it should be up to each state to take care of its own people.

FEMA's employees don't do that. They mostly handle paperwork that could be done by state workers of volunteers. Most of the time they coordinate with the state for relief supplies and contractors to fix and clear roads, etc.
