There is a term for this.....I would not doubt that Arlington bureaucrats are doing this. I may have the the second term incorrect but it means the same thing.

It's called...Malicious Enforcement. It is when you have leftist bureaucrats that want to make the current administration look bad and thwart any good actions on the part of that administration by enforcing the new admins rules and regs but to the degree that it hurts the people it was intended to benefit.
