The president needs congressional permission (within x amount of time) to sustain combat....not launch a attack.
The Constitution is clear, only Congress can Declare War.

Point 1: There is no such thing as a Constitutional crisis. As I just pointed out in another thread AOC said what OMB did was un-Costitutional which could be true but she didn't say how.
