The socio-economic inequality was not. In fact it was further expanded by the war on drugs and disproportionate sentences and treatment from the criminal justice system between Black and white offenders.

What the problem became was subsidizing bad behavior.

That's what white American society was under slavery. That was the subsidizing of deplorable mutant behavior and its what occurs now with our politicians and with corporations and things like bank bail outs. Subsidies work when intended to enrich people. That's not this society's intention with the poor and especially not for Black Americans. The intent has always been just enough to pacify.
