He was down on his elbows and knees, with 3 agents holding at least his arms when the first shot rang out.
At this moment, the agents turned Pretti lose and back away a little. This is what allowed Pretti to stand up (on his knee's)

One thing I just caught onto was when Pretti reached his hand around to his back, he did grab something. Maybe a clip.
This may have been why all those other officers started firing. Not knowing if it was another gun or what it was.
