In room B, there are 13 Negroes. In order to make this statement true:
"out of 13 percent of the entire black population". We have 13 Negroes which is the entire population and you want 13% of that...
That would mean you have 1.69 negroes in room B.
The number of Negroes in room A does NOT equal the number of Negroes in room B!
