Obama was who “went rogue” with his Iran and healthcare policies.
Trump is just trying to fix Obama’s "rogue" mistakes.

Regardless of his decisions, does she not understand who the elected president of the United States is?

How in the hell can he go rogue when he is the Commander in Chief? She has gone rogue when she and her party haven't offered any solutions and when talk of impeachment began even before he was sworn in!
