Actually Clinton and Obama did hire Manafort and Gates, through John Podesta and those two along with Joe Biden were doing work in the Ukraine on the behalf of Obama and Clinton. It was for that work for The Obama Administration Mueller went after Manafort for, and this has NOTHING to do with The Trump Campaign.
