Based on the word of a driver who wouldn't have had access to the mail buckets he claimed he looked through. I used to do bulk mailings for my company, so i've dropped off mail at the processing plant. They don't let people just wander around. And after they ran a tray through a machine they named "Merlin" they said some of the letters had no addresses. I realized some of the letters may have been stuffed backwards, and asked to go through the rest of the trays. Well, you're not allowed to go through the mail once they've accepted it, even if it's you own mail. So I don't know how the driver went rummaging through mail trays getting loaded onto his truck.

Discovery wasn't being blocked, it was still on the schedule, but FYI the parties have to conference first.
An initial conference is one of the first steps of the discovery process in a civil case. In the U.S. federal court system, initial conferences are governed by Rule 26 of the Federal Rules of Civil Procedure.
They filed a motion for injunctive relief before the conference was even scheduled. So blame Trumps lawyers, who moved for an injunction before they had enough evidence to support it.

The Hell it was not. It is still being blocked. In AZ the only choices given for the audit is between two companies with ties to Dominion. Guess what they will show. One company was used in GA in their phony audits. The fact so much is being withheld means certain guilt.
