1) Saul was, but Paul is not singularly historical aka not just based on Saul.Paul was a well-studied, devout Jew (by religion) who had no problem keeping the OC Law as the Jews understood it. It was the NC 'law of Christ' that he had problems with, as we all do.
Paul is a combined character of a trinity of Figures : Sergius Paulus called Paul who's in the book of Acts with a maggis friend Bar(son)Jesus that Saul called the son of the Devil. And Apollonias of Tyana who was also from Tarsus and called Pol and which the fleeing out the window towards Assyria story comes from.
Saul is used to convert Jews to this pagan 1 world religion.
2) they had a rule back then not to listen to political prisoners, Saul would be ignored making 1/2-3/4 of the NT forbidden and thrown out.
