That's possible or he just wants to fill the role of the Senate Anti-Trump "Mavericks" that has been vacated by the departure of McCain, Flake and Corker. Although I suspect Romney's credibility as a Trump Critic seems to be a bit thin given the on again-off again love affair between the two.

Romney bashed Donny pretty hard throughout the GOP Primaries, then got all kissy face when Trump was considering him for SoS and after Trump endorsed him for Senate, now he's back into Donny bashing mode.

IMHO Romney's behavior with respect to Trump has been something akin to a jilted lover and I'd imagine it's going to be a very tough task to get Trump's base to ever forgive or trust him again.
Trump's base will vote for anyone nominated by the republicans. They are not complicated voters and they have very short memories.

It's not a matter of WHO they vote for it's a matter of whether or not they show up to vote AT ALL and they do tend to hold grudges when they feel that their latest object of affection has been wronged.

Partisan lemmings from both political crime families aren't complicated, they're completely binary, either they are all foaming at the mouth enthusiastic over whatever soulless mouthpiece their respective party bosses have given the nod to or they find better things to do at election time if the choice doesn't play their emotional harp strings well enough, doesn't take much to swing an election (see Hillary Clinton 2016).
