In Trump's case, he had his documents in a secure building locked with a lock approved by the National Archives guarded by the Secret Service. He knew where they were, and the Archives knew where they were and had visited the site several times.

In Joe Fucking Biddum's case, he didn't know he even had them (he says), had them all over the place, and in cardboard boxes stored in his garage behind an old car many others had access to including an office paid for by the Red Chinese.
