No, he cannot. Only Congress can legislate and only Congress has the power of the purse and to raise the debt ceiling. At best a President can prioritize what obligations must be paid but must be in keeping with Section 4, that is the public debt.

As Section 5 of the 14th Amendment says 'The Congress shall have power to enforce, by appropriate legislation, the provisions of this article'.

I notice you ignored the part of the 14th Amendment where it said that nobody could refuse payment on any debt, appropriations or spending approved by Congress.

All of the public debt being incurred, has been approved by law. Congress has no right to default on the payment. Under the 14th amendment, this Congress has no right to refuse to raise the debt limit or to question the spending.

All 1,200 of those workers, lost their jobs, because Carrier wanted to pay Mexicans $1.00 hourly, rather than Americans at least $12.00 hourly.

Carrier was still making a profit in America, but that wasn't enough, they wanted huge short-term profits at the expense of American workers. If Trump and the Republicans, were truly on the side of working-class families, Carrier would've lost all of its tax breaks and would've been forced to pay high tariffs on every product it manufactured in Mexico.
