Because new fast food franchise stores owned and ran by Russian businessmen have begun opening up all over the country to fill the vacuum left by the exit of McDonalds.

Um, McDonald's is still operating in Russia. There are plans to sell the business there, but there's no "vacuum" as of yet...

Only the approximately 100 independent owned franchise McDonalds locations have refused to close their doors and are still open with limited hours.
All of the McDonalds corporate owned stores numbering around 750 shut down soon after the invasion and have remained closed.
