Yes fossils are rare and yes it is often a catastrophic event (at least to the individual being fossilized) is the cause. Water/mud/pressure is one method but there are others. If you were to dig in the ash of Mount St. Helens you'd likely find plenty of fossils. In China, fossils have been found in sandstone that was at one time land sand dunes. Often the face will collapse and bury unlucky animals.
