Graham wants Trump because he could control Trump.

Trump would make statements about pulling the troops and Graham would speak up about how we weren't going to pull the troops and Trump would back off.

I'm guessing Graham is also mad that Biden hasn't officially put troops in Ukraine. But at this point Graham who never saw a war he wouldn't support couldn't say that out loud.
