They didn't put them back in jail for the actual crimes (which were often things like having sex with someone under the age of consent. Didn't Joseph Smith and Brigham Young do that?) They put them back in jail for petty parole violations like "Not charging their GPS battery".

Now, this is the thing you don't seem to get. If you are going to have a Prison Industrial Complex meant to create a permanent slave caste, you need to have parole and probation to make it work. Of course, we could try something as simple as "not locking people up unless they commit real crimes", but naw, that wouldn't appease angry folks like you.
