Kids killed in drive by's is NOT normally murder it is usually manslaughter. The killings were grossly negligent but they are still unintentional. A prosecutor might go for a murder charge however I doubt the jury is going to buy it. A "lesser included offense" would normally be more appropriate.

It is the job of the police to protect children from drive-by shootings, but now they can't even protect themselves. So this problem will only get worse.

That would be stupid.......targeting law abiding people over paperwork shows this isn't about stopping actual gun crime but simply trying to ensnare law abiding gun owners to punish them for owning a gun....
