Back in the 1800s, we had the Missouri Compromise on the issue of free and slave states by keeping the balance of admitting one free state for every slave state. What if we admitted Puerto Rico and DC as liberal states and then add East California and South Virginia to keep the balance?
California and Virginia would never agree to that. Plus what type of balance are you trying to maintain exactly? What are consider red states or blue states currently is temporary and will change over time. The Puerto Rico state option has always been there and if it happens in the next few years, so be it. Seems only logical that residents in D.C. should have representation in the Senate and the House given their three electoral votes. So they should be a state as well. The current political divide in the nation should not be something involved in deciding this issue.
