Legislation to withhold the pay of members of Congress during a government shutdown

It's been widely reported that during government shutdowns, members of Congress continue to get paid. With the executive and judicial branch's spending authority about to expire -- Congress provides spending and borrowing authority via the appropriations process -- nine senators introduced/co-sponsored legislation to withhold members' of Congress pay during government shutdowns. Those senators are:
  • Heidi Heitkamp
  • Claire McCaskill
  • Jon Tester
  • Debbie Stabenow
  • Joe Manchin
  • Sherrod Brown
  • Margaret Wood Hassan
  • Tina Smith
  • Gary Peters
  • Robert P. Casey, Jr.
The bill was introduced on the Senate floor, however, from what I can tell, it hasn't been "read twice," thus not sent to committee.

Examining the matter further, I found that in March 2017, 9 Representatives co-sponsored similar legislation in the House. It too has gone nowhere.​
