So in effect — it was U.S. lawmakers + government agencies that made possible the pathway to U.S. entry/resettlement for Afghan soldiers/interpreters, not an agreement with the Taliban or Afghan government.

Sometimes in multi-stage bargaining, one will concede a disadvantage deal to gain better bargaining position for the next level of dealings.
