Unsurprisingly, those who have replied so far have done backflips to avoid talking about her proposal.

Not only should every member of Congress be given time to read any proposed legislation, but it must also be made available, in plain language, to the population at large. Also, every bill proposed in Congress should address one issue with any recommended spending limited to just that issue, and any monies to 'cronies' should be redlined.

Interesting ideas you have. There is merit to them.
