A professor from Kuwait, the country liberated from Saddam Hussein's attack squads by the United States in the first Gulf War, has called Islamic terrorists "the most honorable people in the world" and has outlined on Arab television a potential terror attack that would involve smuggling anthrax from Mexico into the U.S. and killing 330,000 people in 60 minutes.

The plan was described by Abdallah Al-Nafisi in a speech that aired on Al-Jazeera television Feb. 2, according to MEMRI, the Middle East Media Research Institute, an independent nonprofit that provides translations and analysis of media reports.

You cannot kill people with Anthrax in 60 minutes.

Actually, you could!

Mightypeons totally crazy proposition for killing 3 hundred thousand Americans in one hour with Anthrax:

1. Build a n(many) very big furnace.
2. Fire up the Furnace with Bacillus Anthrax which is inflammable.
3. Try to push 300.000 Americans into that furnace in one hour. Getting to do that may require a lot of Furnaces.
4. If you have a brain, use wood instead of Anthrax

Apart from that, as a Biological weapon Antrhax is quite "meh", small pox would propably be more potent.

With Anthrax, you have a very limited amount of human to human infectiousity, in addition, while preexisting civilian immunisations can likely be bypassed, key personal can be prophylactically treated with Ciprofloxacine.

However, it has several strong points, it is easier to obtain than small pox, and the first symptons of Lung Anthrax are very unspecific, this may lead to doctors in the target country beeing swarmed by falsely alarmed patients.
Also, since Anthrax does not spread a lot on its own, the perpetrators are relativly safe from their own country beeing infected (as opposed to Yersinia Pesties or Small Pox).
Last but not least, Anthrax can stay in the soil/flats etc. for a long amount of time, and its out of body reservoirs are difficult to get rid off. That makes it a bad weapon for a nation state interested in winning a war (Since the target nation would be damn pissed for a very long time, and if you "conquer" territories where you used Anthrax previously you nicely shoot yourself in the foot) but a good weapon for a terrorist.

On the other hand, Anthrax Bacilli are easily detectable inside the human body.

If someone uses Anthrax, he will be hard pressed to reach a body count anywhere near 300K. An infection will likely be localised since Anthrax doesnt spread a lot on its own, and the target country can react with specific antidotes.
