Yean. If Kissinger is a war criminal, so are many of the other Sec. of State we have had for one reason or other going back most of my life.

Since Kissinger no president has allowed any SoS to almost unilaterally rule foreign intervention like he did. Not saying our hands are clean since then but Kissinger stands alone as the most powerful and destructive SoS America ever had.
