And below that link is the Judges opinion showing that the government has not applied to have to original holding lifted which requires specific actions and identification of the courtry as part of the process. A process the governemnt hasn't done. Sure, the government has "said" things, but they never filed the actual required paperwork with the judge (neither an imigration judge or a federal judge). And the governments own lawyers noted that in court.

He got lucky with what happened next because Trump lost in 2020 and xiden’s policy was ignore it and in fact encouraged his gang behavior
