I watched the body cam video, did you? Garcia was driving a vehicle registered to a known human smuggler. He was not charged because Open Borders Biden and his corrupt FBI was in charge in 2022. Here's some more education for you:

Suspicion: Troopers became suspicious because there were multiple people in the vehicle, reportedly with no luggage, on a long journey from Houston, Texas, to Maryland. The vehicle Garcia was driving was registered to a man previously convicted of human smuggling.
