TRANSLATION:
1. We do NOT have our act together...

2. The U.S., under Obama, is no longer the leading power in the world capable of defeating an enemy like ISIS. Defeating ISIS is NOT based or dependent upon what the US does but instead is more dependent upon Russia and Iran.

By 'getting our act together', maybe Kerry is talking about how Obama and his top general - the man Obama asks what is going on - do not agree on what is happening in regards to ISIS. While Obama has declared, before and after the Paris ISIS attacks, he has ISIS contained, his top general just pointed out that Obama is wrong.

Instead of acknowledging the truth, I'm thinking after being embarrassed publicly by his rop general, the general may be looking for a new job soon!

Either you lied about what he said or failed to read the rolling stone interview. And, you know what, if Russia or Iran wants a terrorist state Syria or Iraq, we would be hard pressed to stop them ... unless we were prepared to take them out of the equation.
