and if this was the only aspect of the story.....I am sure if we dig enough we will see how these districts got into the financial mess they are in........but telling the truth isn't what that story is about......

Republicans hate education
They have contractual obligations to uphold.
But leave it to Republicans to support the "Race to the Bottom" mentality.
Yeah.....contractual obligations between the democrats in the teachers unions and the politicians granting them their benefits.......who signed those contracts.........that's how that game is played.....it is a scheme to get money from the tax payers for the politicians and the unions......and then blame the republicans when the system collapses.....
