So they came up with a different program based on a different law.

After the congress refused him funding for the around-the -world flag showing mission, Roosevelt diverted naval spending to send the fleet and when the money ran out, made a comment that if the congress wanted its navy back it would have to vote the funds. I'm sure there are hundreds of other examples, but that one comes immediately to mind.

Leavitt needs to take a Constitution course.

Placing the topic itself aside, because I don't really care about it enough to opine, I just clicked on it to see what ones was popping off about, I do think that around 95% of washington politicians need to educate themselves on the Constitution.

The truth is that Congress controls the money, the President executes the spending of it as how it is directed, and SCOTUS makes sure neither exceeds their boundary.

Trump and his team absolutely knew that there would be legal challenges. If you notice everything has been carefully done to avoid crossing lines. The imaginary line the Democrats are screaming about has nothing to do with the legals It has to do with them being exposed.
I should say a good number of Republicans too.
