Further, many of these same states lack the controls and checks you described. Also, what was your deadline for being able to vote by mail?

That increases controls, since you have more time to do checks instead of just when they walk into a polling place.

The most critical control is for the voter to request the ballot first followed by the controls and checks you mentioned. Election commissions (government) proactively sending out ballots based on voter registration lists alone is replete with vulnerabilities and makes for fertile fraudulent voting.
