Early stage on-set dementia. Hell, any person over 60 can recognize the symptoms. He has it.

Even young people notice it. I went to a local daycare cnter and asked 17 kids between 1-4 years old if they thought Biden was demented. 16 said yes and the other one asked is demented an ice cream flavor.
