Imputation is a formal word for a suggestion that someone is guilty of something or has a particular bad quality.

Imputation does not equal admission.

In that case, he refused the pardon because doing so made him LOOK guilty, not that he WAS guilty.

Now go find me a case where the acceptance of a pardon is an admission. This case doesn't pass the smell test as it proves only that you do not have to accept a pardon.
