Actually it was a Heinz "anticipation" move.
Had Trump actually sent out checks, the deficit would have gone up, and i'm sure he was warned that his IEEPA tariffs were probably illegal, and having to claw back the checks in order to return the tariffs collected would be a legal and logistical nightmare.

Plus many people would be hard pressed to have to come up with the $2,000 they already spent because of tariff inflation.
