I'll use simpler words this time. Maybe it will sink it.
There never has been an independent Palestinian State. Ever.
However, that sole reason is not enough to deny them a state.
Therefore, the fact that they have never had an independent state doesn't matter.
That Palestinians are not a people distinguished from the 350 million Arabs living in nearly 30 Arab countries, including Jordan whose poppulation is mostly Palestinian, is sufficient reason for denying them statehood.
No, thats not a reason either. As a matter of fact, thats an even weaker reason to deny them a state.
The reason that they do not deserve a state is because they haven't earned it. They have waged a war against a civilian population. Israel has every right to their own security. And Palestinian leadership has proven again and again that they would use their independent statehood as a tool in order to widen the war against the entire Israeli population. Including civilians.
THAT is the reason why Israel should not give them a completely independent state yet.
