This doesn't mean anything. Most of "Rippers" victims were said to be hookers. The barber could have just been a client and nothing more.
There's NO WAY they can prove 100% WHO did it, this far past the incident......especially with the evidence they have has been passed around for SO many years and tainted with other things.
They can guess all they want, and test all the DNA they want.
But they can never be 100% certain WHO did it.
And what if the courts decide who they think did it, and pick that name?
Are all the living family members going to be screaming for "reparations" from the government to the tune of billions?
WHO is going to take THAT responsibility?
