There is a string with metal ring attached to it.
Maybe it's for starting the pepper grinder like a lawn mower? ...

I repeatedly banged it pretty hard on a wooden table but to no avail.
Next step will be to heat it with a torch.

Pull the string....count to 5....and then throw..........or is it pull the string.....throw it....and count to 5.....I forget which one.....
