Reports out of Russia was that he was enraged when Congress and the Senate all but unanimously passed a Resolution to require their consent in order to lift sanctions. He expected Trump to lift sanctions as soon as he was inaugurated, as Flynn had promised the Russian Ambassador.

The Magnitsky Act also stopped the sale of Russian oil to the USA and its European allies, which, combined with dropping oil prices, has plunged the Russian economy in to recession and increased unemployment.

Last but not least, the sanctions are interfering with the Russian oligarchs' ability to travel to western countries to access their stolen billions or to launder money.

This is why Ms. Velnetskaya has been given a free hand and an unlimited budget to get these sanctions lifted.
